I know that the permanent (or mostly permanent) 20% at the socio economic bottom have poor financial skills. That transcends race and is tied into abysmal primary education. So I do not see it changing. Add some meth and other street drugs to the mix, along with violent drug gangs that go along with it, and you have a bad situation.

I am in agreement with you that the system was rigged against Blacks in the South (and in parts of the North) from the end of slavery through the sixties. Things gradually got better from there. Now it is less racial and more socio economic.
