Which by the way, the Congress isn't "clean" on: right now military is supposed to get paid, supposed to...nobody knows where the money is going to come from, and NCOs have been told to tell their soldiers to not be surprised by delays. In the meantime, none of this is much comfort to the Californian NGs who are presently helping with fire fighting in Yosemite...they are getting IOUs.
And yes, active military isn't too happy about any of this.
