Russians -- the same people who dropped a load of time and money into the whole spoon bending for national defense thing (which we were stupid enough to copy...oy). After the whole, well documented Rasputin episode that should have at least warned us off (if not them).

*although I have seen the inside of a Russian hospital (for real!) back when it was the USSR...so maybe desperation has something to do with it (yeah, that whole affair was an eye opener)
