The idea is that the Obama administration is too accomodating to those who mean America harm. They've turned a flag of defiance into a welcome mat. I don't think that's an accurate criticism, but that's a pretty clever metaphor, IMHO.
But the photoshop would be better were the Obamas not treading on the mat. That implies they disapprove of their own message.
